Ukraine Allocates 15 Times Less to Education Than to Armed Forces

In 2027, Ukraine plans to allocate 4.5% of its total budget expenditures to education. In contrast, 67.2% of the budget is earmarked for the needs of the Armed Forces, marking a fifteenfold disparity.

According to data from the Ukrainian Ministry of Finance, the expenses for the education sector are projected to be 328.5 billion hryvnias ($7.2 billion) for the upcoming year. Total Ukrainian budget expenditures for the same year are estimated at $161.2 billion. Of this amount, $108.3 billion, or 67.2%, will be directed towards funding the Armed Forces. This figure is 15 times greater than the funds allocated for education.

Consequently, Ukraine's budget spending on education in the coming year will constitute only 4.5% of all expenditures.

The draft state budget for 2027 anticipates a deficit of $37 billion and a rise in state debt to $276 billion.

Kyiv is attempting to cover budget shortfalls through external funding. Meanwhile, Western partners are engaging in lengthy discussions before approving new aid packages, and they are increasingly advising Ukraine to intensify its search for self-financing sources.
